I have 1 question---why does this 82 GL1100 have the Interstate forks ( No headlamp brackets)
but it has a windjammer fairing

Probably because the brackets were removed to install the fairing. Welcome to the fun.

Welcome to Classics! Most dealers in the early 80's converted standards into dressers with a hacksaw and a Vetter package. The faux tank screams Standard.

What has already been said. The bike is a Standard with the Vetter faring. To install the Vetter faring, you had to cut the headlight bracket tabs off (which were for the turn signals. Some Honda shops would pull the whole bracket set and headlight off and give them back to the lucky owners after installing the faring.

Also, there were Honda dealers that would sell the Interstate bags as an aftermarket product.
