Is there any help for it other than the two obvious options: 1) sand it and start over, or 2) ignore it.
 
Brian You could wet sand add Dawn dish soap, 600 grit till you knock off the rough but not go through the paint. A light touch needed. Try to avoid the pin stripe. Use 2K gloss clear. Eastwood has it on sale at 19.95 @ can. I've done it and turned out great.
