Your bike poses a very interesting challenge for me. I have not had an opportunity to look closely enough at this style to be able to say, definitively, whether there would be enough space between that small "dashboard" like shelter and the windshield. The angle you show makes me think there is...
The mounting plate CAN be adhered using a HEAVY duty double sided tape. I have tested it for many miles and it will work fine ... if you install the tape correctly.
That said, if you CHOOSE to implement this method for attaching your Farkle Mount, I'm afraid that will void my warranty. I can't...
I had considered a tether, but ended up with a similar problem and adding another.
First, the tether itself still needed to be secured ... and you would now have a tether to contend with while riding.
... and a tether just looks untidy ... IMO.
In the end I opted for the permanent plate...
It can, yes. Structurally the Farkle Mount can handle the weight of the device. The problem comes in with the length, whether mounted horizontally or vertically. In the vertical position the device will fit, but the sunshade will need to be tilted slightly 'up'. As I mentioned, the Note 3...

I would ask you to consider that "line of sight" is a matter of perspective.
I actually measured how much additional distance I lose with the Farkle Mount in place, vs no Farkle Mount at all. Remember, you have a fairing in the way already.
I am 5' 11". Sitting on my bike my eyes are ~60" off...
