81 GL 1100 trouble shifting into neutral while stopped.

My son has been driving the 81 this summer and he mentioned that he could only get back into neutral if the bike is rolling forward before a stop. If he comes to a complete stop in any gear it’s difficult to get the bike back in neutral. I’m going to visit him in a few days and I’ll check it out myself. This bike also sat inside for many years and only has 19,000 miles on it. Everything else on the bike works great. Any thoughts ??

Clutch might be dragging.
Might get better as miles are put on.
I had similar occur because of a plugged scavenger pump. Hopefully thats not the problem.
