If by "help" you mean block wind, it is only helpful if you're in full cafe position - that is pretty much laying on the "tank". When riding upright, it might as well not even be there.
But, it works as designed. Lay down behind it and there's a nice, quiet slipstream pocket.

Finally got an alternate pair of shocks. Not top of the line, by any means, but progressive spring rate and they actually rebound like they're supposed to. Although still Chinese (against my better judgement), I can actually recommend these as a very attractively priced alternative. I've seen them labeled Emgo and Forsa, but you can find them on eBay - and elsewhere on line for $100 or less!
