My guess would be the switch for high/low is dirty and or weak on the low beam side. Or the low beam element in the light is broken and making intermittent contact.

Could there be a modulator fur the headlight installed? Maybe by a po? Sounds like you make have a bad connection for the low beam.. check the connectors and the fairing jumper connector .. ground it's good high beam is working okay ...

The headlights on one of my 1970 Dodge Chargers started blinking one night. After a few days of not being able to drive at night I took the the switch out of the dashboard pried it open and cleaned it, they worked normally until I sold the car.
