Yeah, Honda is big on splicing ground wires together in the midst of a wrapped-up run. My guess that it is an attempt at "single point" grounding.
Took a picture of one of the many grounding points:

One wire with four attached with the infamous blue tape, just one of the many splices/joints in an '85 GW Limited Edition CFI wiring harness. FI models do not like noise and with this type of wiring, there is apt to be lots to varying degrees.

This means of securing two or more wires together is used throughout the wiring harness ground/power/signal/whatever. Understand the requirement for capacitors in a circuit:

You can see the row of capacitors just as everything enters the OEM CFI ECU.
