Wait a minute....No one came up with an answer? Now I need to know what the proper term is for that part. I don't need the part...just need the mystery solved. :headscratch:
 
It is really a bushed washer that allows the rubber bushes to not be over tightened when supporting the radiator.
 
They provide a way to securely restrain the radiator, yet reduce vibration, and isolate the radiator from any deflection that occurs in the frame.

Automobiles have them too... but a slightly different shape and design. Demolition Derby guys remove the radiator fasteners, move the radiator rearward, and hang them on plastic zip-ties, so that when the front end gets all mashed-up, the distortion is not transmitted to (thus breaking) the radiator...
