Honda's name for it. Not a hardware store jargon.

It is really a bushed washer that allows the rubber bushes to not be over tightened when supporting the radiator.

I've used a piece of copper tubing and washers.

They should be called " overtightenous preventus" or idiot-proof washers.

They provide a way to securely restrain the radiator, yet reduce vibration, and isolate the radiator from any deflection that occurs in the frame.

Automobiles have them too... but a slightly different shape and design. Demolition Derby guys remove the radiator fasteners, move the radiator rearward, and hang them on plastic zip-ties, so that when the front end gets all mashed-up, the distortion is not transmitted to (thus breaking) the radiator...
