Did you try the drill in reverse? Counterclockwise? If I’m not mistaken, which is possible, it needs to run counterclockwise to make the speedometer work. You could pull the cable at the wheel again, spin the wheel, and see which way it turns. However, if you’re hearing a bunch of racket coming...

Maybe it’s just me, but watching your video I’m convinced that thing is not running on all four cylinders. It’s nowhere near as smooth as a goldwing should be. It should sound like a big sewing machine, and that video sounds like you’ve got two or three cylinders pushing a dead cylinder or two...
