I always "assumed" this to mean the larger circumference equaled more available surface area per 360* rotation. But I don't really know.

My personal opinion: You do need #9 in your picture. But the brakes will stop without it. The shim, now days, usually depends on the manufacturer of the pads. I wouldn't lose any sleep over not having it. I think it helps to deglaze the rotors when new pads are installed.
