With the air and fluid out of the shock.should I be able to compress the shock/spring by hand with the shock standing on end on the garage floor?

Very unlikely with the spring in the shock. Remove the spring and then try to compress the damper - shouldn't compress - doesn't mean that it should not be replaced. Having mentioned this, you should be able to compress the shock when installed, similar to a car. These shocks are some 35 years old and like a car, don't last forever. If you can get the springs and damper, be good to do a total rebuild. JMHO.
 
I'm hesitant to open them up,they hold air real well,don't leak any fluid but I'm not sure whether or not they're stuck.

If these are on the bike, let all the air out, stand on the rear pegs and try to compress the shocks. Add air and see what the difference is. Even without doing this should see a difference in ride height from just sitting on the bike.
