Here is what I made to kill the rust and seal the tank. I just cut a round piece of steel ( you can use a jar lid ) drill a hole in center install a grummet so the rod wont touch the steel, get a steel rod, tread for 1/4 inch install with washer and you have electrode. I used the same sensor gasket and lock to install on tank, and it wont leak.

what a great idea sure beats the setup i did....dose this mean you can turn it upside down to get the top of the tank rust free where it seems always to be the worst...if so this is a great idea
 
Electrolysis creates hydrogen and oxygen, but in rather small amounts with these amounts. It should be moderately ventilated with no chance of sparks. The hydrogen gas being the lightest element will rise very quickly.
 
I thought that would be the case so should be fine as long as Flash2002's gasket doesn't seal too well.
