1980 Front fork backing ring question

I have pictures and the Haynes manual the part in question is the backing ring right behind the upper bushing #8 in the Haynes manual. What side of the ring faces the bushing? It has a wide surface and an edge the same diameter as the bushing. Does the edge face the bushing?
