I'm wondering if its just the 7 volt regulator messing up and intermittently putting 12 volts through to your gauge.
That would make it show full for sure.
Goldwingdocs sell a solid state unit for about 30 dollars, it's a real fiddly job but a lot easier than finding decent gauges these days.

That would prove that I need a Regulator and Speedometer replacement if the Temp Gauge was reading Hot at the same time.
