any easy fixes for loose hondaline center gauge console

Just figured out what makes a clacking sound when I hit bumps, It is the housing for the 4 center gauges, the little 2 inch altimeter,clock ect. Took a look and found only 2 screws on the bottom edge, I think that is a little weak, should these have a couple hooks or something on top.
If this is how it is Has anyone had or fixed this problem?

There should be 2 more at the top, just under the outer edge. They screw into the bracket, while the lowers go through the bracket into the fairing.

Yep, those top screws are probably loose.

Yep..Sure enough, no screws in it ..Must have fallen out or never installed.
