Is this the perfect heater to prevent monocarbs from icing?

I am not too big of a fan of inducing potential shrapnel or floods into the intake manifold. I really believe that Dan's setup of the plumbing running on the outside of the manifold to be a winner. Skiri's resistors also seem quite good as they are sealed in aluminium extrusions and hopefully can't deteriorate and enter the combustion chamber. The ceramic heaters would be fine IMHO if kept outside of the intake manifold.

Can i guess the whole length of the wire is a heater?

The heat from these is 40 watts and his resistor is 36. That's pretty close. The wires are just leads. That little 6mm shiny metal tip about 20mm long is the heater. It could fit in a hole drilled in the flange under the carb not in the air flow at all.
