81 carb rebuild question about choke plate shaft

Hey Folks, I bought the fancy rebuild kit from Randakk and carb repair guide by H. Halasz and now am inprocess of cleaning , inspecting, scratching my head and fanny and researching. I can't find any mention anywhere of the seal that sits around choke plate shaft. The shaft is capped on one end and really loose on the seal end. Is this something to pay attention to and machine new bushing or just ignore this free play????????????
 
Pretty sure they were a felt seal, Thinking they are unavailable but can be fabricated, looseness isnt a problem because they are before the carbs fuel mixture, Depending on how loose,worse case is that it may suck some unfiltered air but not enough to worry about.
