fairing shake

I have noticed at highway speeds that my fairing on my 1983 GL1100i does not shake but at low speed it moves alot. Is this normal? If not what can I do to fix it?
 
Mine moves a tiny bit on bumps, more like a flex I would say.
The guys say it shouldn't even do that so your fairing mounts could be loose.
When I first got my bike a couple bolts to the frame were missing.
 
Check the fairing itself for any cracks near where it connects to the mount and check the mount itself is tight to the bike frame.
 
check the fairing by your knees. my cracked on both sides. Use black cva glue to fix any cracks you might find. if big crack use drywall self sticking mesh with this glue.
 
Well, I found the problem. The bolt that secures the fairing framework to the motorcycle frame was not tightened. I tightened it down and now my fairing does not move at all.

Thanks for your suggestions. Lucky for me it was just caused by my own stupidity when I put this bike back together.
