Yes.
Sometimes the spammer or bot like this one doesn't get removed right away because what's said in the post almost seems like a genuine person.
Fortunately it's not very often.

The thing is it may not even be a person, rather a sophisticated computer program (bot), though a human did write the program in the first place.
