If you have been under the careful eye of your neighbor next door, and they have complained on stupid stuff about you, just for their own pleasure, and you have defended them off everytime with NO rebuttle...I think i would consider this procedure, since the law has never done anything against you. Get all of the complaint records from the police department, and then get a lawyer.
File a suit against them, take it to court, IF you do not win your case, then do whatever you want after that, you always have the evidence you tried the lawful measure the first time around and it didn't work.
