Actually, the cause is simple. There is surface ice on the lake (fresh water) known as skim ice. It is usually only 1/8" to 3/8" think initially, but can build a little thicker. When the wind blows hard over the surface of the water, the ice breaks apart and piles up in sheets. The wind then continues to push the ice until it hits something that stops it, in this case, land. Apparently this is pretty common but finding out what causes it I haven't found.
