Apparently this is pretty common but finding out what causes it I haven't found.
Actually, the cause is simple. There is surface ice on the lake (fresh water) known as skim ice. It is usually only 1/8" to 3/8" think initially, but can build a little thicker. When the wind blows hard over the surface of the water, the ice breaks apart and piles up in sheets. The wind then continues to push the ice until it hits something that stops it, in this case, land. The thin sheets continue to fall and break as they pile up which is what causes the creep.

In my area on the Delaware river, our ice can get to 6"-10" thick before breaking up from a change in tide or ships passing through. The ice then piles up into blocks up to 4-6 feet thick. The thin skim ice is very dangerous to boats because it is right at the water surface and as you pass through it, the ice is like a razor blade and can slice through a hull. In New York City, the aluminum catamaran ferries must stop operating when skim ice develops since they almost lost one due to the ice cutting through the aluminum like it was butter!

I watched in one time in the 70's come across a smaller lake. Amazing to watch wheel barrow sized boulders just start popping in the air. Mille Lacs has this fairly often. In the spring it will shred houses.
