You might be right, but shouldn't I be able to make it rich with mixture screws?
How does this look, the levels when put into service

Trying to, but not seeing much change in plugs. Starting is much improved with mixture screws out 4 1/2 turns. I thought by now it should be looking rich. But no cigar.
 
Alas, I have no tach for measuring rpm except what's on the bike. I'll try it with that tach anyway to see if there is any improvement.
Getting a new back tire tomorrow.
 
I only used the tach on the bike. Actually, I didn't even look at the tach, I just listened for the changes. The pics above with the fuel shown at the carbs, was that only when you rebuilt them 2 years ago?

The plugs are really lean. There is a good chance your jets are getting gummed. With crap gas and any time sitting, these carbs need attention. When I used to run ATF with the gas, (1 oz per gallon) it would take two tanks to get the carbs smooth again.
