Hello, I have been working on getting my GL1000 back on the road. The indicators below about 1500rpm turn on, though will not flash, above 1500rpm they will flash. What could be causing this issue?

I think that's low power from the battery/charging system (weak battery?), or it could mean the flasher relay needs replaced.
