What is the hole for on top of my 80` front fender?

Inline with the forks I have the fork brace which sits right against the fender so I can't see if there's a hole there.

I have had the front fender off and don't remember a hole being there or a hole in the fork brace.
Thought maybe it could be for a bolt into the brace.
 
I`ll have to get a pic..It is not a huge deal , I`m putting on a fork brace and I can snug it(the brace) up a little closer to the fender if the plug is removed, or I can leave it and have more of a gap between the brace and fender.
 
I have a parts manual on disc, and looked it up one time, because I was also curious....the manual showed a plug for that hole, and it was listed as...I'm not joking, "Plug for Useless Hole"...
In the parts manual here, it doesn't say what it is, other than "Plug". I've always assumed it was for a fork brace.

I suppose it might have been a tit left from the mold process and they clean it up by drilling it out and plugging it.
Who knows but Mine is coming off and I`ll save it in the glove box or somewhere.
 
Just goes to prove that Google can't always be trusted O. Big difference between "useless hole" and license plate frame.

Rember the "pedestrian slicer" front fender number plates for the home market british bikes? Maybe the hole is there for something like that.
