There is supposed to be an inner cover to retain the filter that also seems to be missing. You might want to check ebay for another filter box and filter. In the meantime you can get home furnace filter material at wall mart to put in the base while you get it running right.

That is the top cover over the filter

That is the outside top cover. There is another plate/cover that holds the filter tightly in place inside the box.
