Goofy Question on Stovebolt Carb

Okay, I give up. How do I remove the base of the air filter screw from the carb? It blocks the jets. I have the top pulled off before, and never tried it from the top side, and now this is in the way. I am going to pull the top again cause I have to check the float level, I was just wondering if someone can tell me how to do it?

There is a rod on the left side that goes through the air filter bracket and the carb. You can see the end of the rod on the left side. I have a set of vice grip pliers with a long nose that I clamp onto the end of that rod and tap the pliers with a wrench until it slides out from the left.
