I do believe that most Police vehicles , no matter where in the world, have to have extremely accurate speedometers as a matter of law. The BMW's used in the UK , for instance , have instruments that are calibrated for each MPH and not just every 5 miles as is the usual display. Maybe there is a system that they use that could be adopted to suit.

David you are correct all police cars no matter where they are have to be calibraited and have to be certified each year what I am thinking is maybe a transistor in line to change the signal return
going back to the head from the sensor may help not looking to make it dead on just closer

You can buy electronic speedometer adjusters for harleys. Not sure if they would work on Hondas or not. Cheaper just to add or subtract a few mph.
 
I just searched for "electronic speedometer adjuster" without the quotes. I would hate to add a link to one and find out it was the most worthless and expensive model out there.
