To close the loop on my issue, here's what happened.

I brought the bike to Bear's Cycle in IL. Bear specializes in GL's and he rebuilds racks of carbs on a daily basis for customers. He could not find a problem with my #3 carb. In the end, he replaced the carb body and used all of my parts in it. It's running perfectly now. His theory is there is a crack or other flaw that we cannot see that's allowing excess fuel when running under high vacuum while on choke.

He's now chasing down a high charging voltage for me and then I'll go pick the bike up. There's snow on the ground now, so it may be a while until I get to enjoy riding it.
