A kite will fly in 10 mph winds or less. I think spoilers can work.
My understanding is the problem isn't speed related.
 
I agree. Torque does funny things to a chassis if it's not dialed in. I used to spend a fair amount of time at the drag strip - with cars and motorcycles. If it ain't perfect, you'll feel it in a hurry. I don't know at what speed this behavior starts to happen, but those old fairings are pretty well designed. Unless it's angled way wrong or in some way damaged, I wouldn't expect the symptoms you describe unless you're well over a hundred - if even then.

One sure way to find out. Snatch that puppy off of there for a quick run.
 
For what it's worth: I think it could be an steering geometry issue unless the steering head bearings are worn out or loosely torqued.

I owned a very powerful superbike for years (a modified Kawasaki ZX-14) It was brutishly strong under WOT thru gear changes and willingly power wheelied. On occassion, it would hoist the front tire in 3rd gear and carry it then set back down when well into triple digits speeds without the slightest headshake.
And didn't have a steering stabilizer installed.
 
Kicking in the power will find play that remains otherwise unnoticed. Checking the bearings can't hurt.
 
V and I been chatting this morning about the shimmy. Thinking too short of a rake is at least part of the cause.
Shorter rear shocks would increase it some, that together with a fork brace. Got any room to move the forks down in the tree?
 
All Balls makes nice set's of bearings for wheels, & steering head bearings. :yes: Their set's come with dust seals in the package, for all their set's. Price is reasonable too, :rocks: been using them for some time now, with nothing bad to say. :good:
 
On my 83 a few years ago I began having some wobble issues but mainly on the crummy roads I had to ride on. I went to progressive springs, and new wheel bearings and the front end became very stable even on the roughest of roads and at 75 plus. Speaking of that, those speed limit signs, aren't they just suggestions?
