Yes #8 is a cover, hose band part #19519-431-000
I have a Honda parts catalog for GL1100 80 81 and 82
and another parts catalog for GL1100 83
Both books show every part on the bike with the part #. Both are for Gl1100, Aspencade, and interstate.
I use it a lot to tell if I have the correct order of parts when I am putting something back together.
If any one wants one it costs about $25.00 for Kinko to make one. If interested let me know which book you need.
It has a clear front cover and is wire bound together.

Per Dunlop tire for 82-83 is MR90-18

tire width is 4.7" and fits a 2.5" wide rim (only tire that fits the rim, that they show)
Just for info 80-81 tire is a 110/90-19. Fits 2.15" wide rim and width is 4.21"

Shinko shows the same dimension range on their site, they recommend 230 or 777 tires for yours.
when you drop into the specs for the 230 recommended tire it highlights the 100/90V-19 tire as fitting.
