Some have had certain brand tires rub even though they are the specified size for the bike, while others would put the exact same tire size and brand on that rubbed for the other guy and not have any problem.
It's a total crap shoot sometimes especially if the size is pushing the limit.
It seems quality control with some makes isn't as good as it used to be.

My SEi was rubbing the tube when I bought it, but needed fresh rubber anyway (cracking). The new tires, although the same brand and size, gave at least 3/8" clearance at all times. I figure as the tires age, they balloon out some.
