Of the 7 bolts i removed, 2 did not have washers, does that matter.
It has been worked on before.
Without washers, bolt may not torque down properly which could lead to head gasket not sealing.
 
just found the washers, still stuck to head.

There is a dowel stuck in the head . Can i leave or should it be replaced. its looks to be in good shape.
 
Dowels can stay if they don't interfere with cleaning the gasket surfaces. Be very certain they are clean and flat. If you do need to remove the dowels be sure to fit a rod or drill bit in the hole so you don't collapse them. They are for alignment so won't need replaced unless damaged.
 
there's quite a bit of crud on the outside of the head. Can i spray degreaser on it and powerwash off. will i have to take caution as to not get the rocker, valves and cam wet. These questions are probably ridiculous but again, this is unchartered territory for me.
 
Power wash it all you like. Just used compressed air to get all the water off and lightly oil all the steel / iron parts to prevent rust until it's reassembled. A blow drier for hair will also work for drying but takes a while.
 
There is no washer on the small bolt, the one with a 10mm head.

The six head bolts should have washers. Honda P/N 90438-634-000 applies, but it is coded as discontinued. The same washer is used on the Goldwings from 1976 to 1987, so may be able to get one from a bike salvage yard. Failing that, I would suggest a "close enough" metric flat washer from Ace Hardware.

And yet another question. Lets assume i don't remove the rocker arm/cam . how can I move the cam/pulley back to its mark. remember, i moved it from the T1 to get cylinders halfway down. The cam wont move but just a few degrees now, too far from its mark. I only marked the crank at T1 and used the arrows on the pulley for their mark. Does this make any sense. i was planning on moving the pulley back to the arrow before assembling to the block.
 
With head off and rockers loosened. Cam should turn full circle. Bearings are not roller or ball. so you'll need to be sure there is sufficient oil on them. If you power washed the cam bearings are likely dry.
 
If you power washed as you said you planned it's probably best to loosen them and oil the cams. Just snug them back up is good enough to assemble and or turn the cams. Just be sure to torque them on assembly.
 
Just pour the lightest oil you have on the bearings of the cam with the heads standing on end and let the oil penetrate. You should be fine. When you are ready to position the cams turn them with the pulley bolt in a tightening direction. AKA clockwise.
 
Not quite fully cleaned but getting there.
